It happened with alot of sites Tuesday, due to the amount of traffic.
You'll have to check your own server...
(which, BTW, lists HTTP error codes under Site Properties)

Since you have re-installed the OS and exchange and verified the server
configuration, about the only thing else is the hardware. Have you looked
at the NIC, Hub/Router ports and things like that?
