Yes. The documentation could be read as suggesting the flag is stored with the
message, not with a recipient address item.
Coming to think of it, it would fit better in many configurations if this

Sorry, correction. It does work when called from acl_smtp_rcpt.
Looks like the acl_check() function in acl.c leaves addr as NULL unless
(where==ACL_WHERE_RCPT || where==ACL_WHERE_VRFY ||
