do you have the ip address of the nt box
Look in your /etc/hosts.allow and /etc/hosts.deny file.

When ever I use the winFTPpro to try to connect from my NT to the Linux
machine, It always said "Connection refuse"
I have the same problem(minus the NT), in my logs I get this:

You need to make sure that the users shell is listed in /etc/shells

winFtp simply uses ftp... so all u need to do is start ftp server on u're box.
If you are not paranoid about security, then simply start the inet service.
Use the command
service inet start to start it..
u can check /etc/inetd.conf for the services u have started when u started
inet..
