Is there a way to assign an IRQ to a PCI NIC. PnP OS is disabled, but I can't get the NICs' IRQ recognized / assigned.

Where are you trying to upgrade FROM? If you are pointing MandrakeUpdate at "Development", you need a new library and rpm4, plus many orther things. The ONLY files you can use for 7.2 from "development " is the directory called "unsupported". Even the new kernel in cooker requires rpm4.
