Not in my county. There are many colored people (I consider the term 'black' to be a racist term) , and many ACTUAL AFRICANS. We have more Africans immigrating here per capita that DC does. We were the first State in the country to declare for Obama. We are the least racist state in the country. A person from DC trying to lecture someone from Vermont about equal rights and fighting for the rights of all people is like an Englishman lecturing a Scotsman about what is good beer. DC is way more racist than Vermont has ever been. Have you never heard of the Vermont being the greatest fighter against the tyranny of slavery in your civil war?
