According to the article below, Nebraska's share of the costs was going to be over $45 million. So, I'd say that Governor Ben Nelson had quite of an economic incentive to vote in favor of the bill. Apparently there are other states whose budget is going to be busted too: Texas and Louisiana and California and several other states.
