This pact complicates the scenario in fighting ISIS.  Its probably not a good 
idea to arm the so-called friendly rebels at this time.
 

 IMO, it's best to degrade ISIS in Iraq first at this time.   They may 
eventually, in time, disappear and become part of the overall opposition in 
Syria.  This would leave Assad to defend his country with his own troops.  So, 
it would be better for the US to leave Syria alone for now.
 

 But, more likely, the US drones would attack the ISIS leadership if their 
hideout can be found.  That means the CIA operatives will be very busy in Syria 
to identify where the leaders are.
 

 Would the US be violating international law if Syria is attacked?  That's a 
topic for another day.
