shakti before you give it out or you'll deplete your own.  Most gurus 
will not allow you to give it until they are satisfied that you are 
completely charged.

Sure wind is wind the volume of can be different.  Certainly once one is 
able to give shaktipat one can grow in the ability.  Vaj is presuming 
the level I stated.
