Yes, the Shah did get sick and deposed, but was that what stopped him from perusing this in 76. Did he put the brakes on before his political problems developed or did something else stop it? Your facts are not quite accurate though. Jimmy Carter would not let the Shah enter the US and the Ayatollah Assahola took control of the revolution immediately, not years later. There might have been some brief period to seek medical help but he definitely couldn't stay and left for Mexico and than back to Morocco and Egypt as I recall.
