[echo-perspective] New folder-new icon set

Hi, I've finished today one of the last icons containing the folder - folder-new [1]. I moved the plus sign to the top-right corner which brings the design closer to gnome and oxygen icon themes. I also feel that it works better in this place. Comments welcome, Martin References: [1]
