IMO the F8 artwork presents Fedora very favorably and it seems a waste
not to leverage this success in F9.
Does it make sense to change the theme every other release cycle and use
the off cycle to improve or tweak the current theme?

I noted from the Artwork/ReleaseGraphics document the header image for the
Anaconda Splash and Progress page are the same. IMO if the each page called
it's own header graphic (could be the same if desired) it would allow for
additional flexibility in design.
