Actually, that sounds really feasible and is a great
idea!  This is something there's a need for and that
can be marketed.  Maybe you could make something
really great and sell to Drs. Foster & Smith.  They
have a great magazine.  Or sell through Cat Fancy. 
After you'd patented though, of course.
