Have you had a urinalysis done on Scooter? It sounds like if he is urinating in strange places he may have a urinary tract infection. He may be in so much pain from the lesions in his mouth and any teeth that may need to be extracted. I would try to take him to the vet today if at all possible.

There is a newer type of anesthesia called, Sevoflorane even safer than ISO, I haven't personally used it, but it's supposed to be safer - ask your vet about it. And ask you can drop her off right before the surgery and pick her up as soon as she wakes, and that's what I do with all my cats so

Just make sure you let them know that they are authorized to perform all means necessary to pull her through if she crashes. Some vets do not "try" to "bring them back" like you expect with humans. Most vets don't even HAVE automatic respirator units or defibrillators. Sad, but true. I

I think you should try to get him looked at by an internist. FeLV+ cats are more prone to lymphoma (a LOT more prone), but respond to chemo as well as negative cats, though the remissions can be shorter. chemo does not tend to make them sick like with humans, and it is often very effective
