That’s so weird. I have used Revolution, and it gets rid of the ear mites with a single application. Annie had been diagnosed FELV and I had her spayed. Just because he is diagnosed FELV does not mean it is active in his body, he could just be a carrier. Annie is now 9, going on 10, lives with 3 other cats not FELV and her only problems are her hang up from her previous life. I feel for you and your frustration, but I would first get him neutered, that will help. Then a black light and Fission, it kills the smell. He is going back to the places he sprayed before and if he cannot smell, he might just pass that spot by. It is work and it depends on your love for him and your desire to help him.
