My vet says the medical records are the physical property of the practice and it is entirely up to the vet whether or not they want to release a copy. Of course my vet will if I want. I don't think it is right, but apparently it is the law. I wouldn't hesitate to change vets and let them know

According to the AVMA website, Veterinarians are obligated to provide copies or summaries of medical records when requested by the client. Veterinarians should secure a written release to document that request. Perhaps you could contact your state board?
