A patch to fix this bug is attached (streamid_fix_v1). ffmpeg behavior is
changed so that user-specified streamid values apply to all following output
files on the command line (rather than just the next output file.)

The cause of this problem is two assumptions that conflict with each other:
1) the streamid parameters are reset to their default values just after the
