Move the cue to layer 1, then copy it to layer 2. Add in the whole rest as an expression (as you did). Now both horn parts will get the cue. You can hide the cues in the score with a staff style that hides both layer 1 and layer 2 with rests. You will have to hide the rest in the score only in t
