It's probably worth taking another look at iKey — for this and for the many
other issues you mention. It continues to have zero compatibility issues with
every version of Mac OS X and Finale. You can easily create a simulated click
on the measure forward/back button in Scroll View,

You mentioned you were using an (incompatible with Finale 2014) third-party
scrolling app to do things like scroll one measure to the left or right in
Scroll View. This functionality is easily replaced with a simple iKey shortcut,
and there are no compatibility issues.

I think your only option is to create the symbols, then input the desired
values in the Text Repeat Assignment dialog box. It's an extra step,
