There doesn't seem to be any independent setting for clefs alone in
the version of Finale I have. Is there in later versions?

I'm on a Mac, but can you use the measure tool and tell Finale to
always display a clef for those measures?

You can hide an empty bar in between with a different clef. In the clef
dialogue, choose "Place clef after barline" and display the changing clef at
100% instead of the reduced size. This works in 2010 and several versions
before, but I don't know about 2003.

I'm working in WinFin2003, so perhaps I'm missing features added
later, but I'm scoring up some exercises of 3 measures each printed 2
to a staff. I need the clef to be displayed at the beginning of each.
