Finale 2008 sometimes disables that setting without telling you, so
you have to check regularly.

Apparently, now that two pages can be up on screen at the same time,
you have to watch carefully when you update layout that you are RIGHT
UP to the left side of page 1, or else page 1 doesn't update.
