Look at the transposition for the instrument (Staff Attributes) - uncheck "Set
to Clef" and you'll have the clef control back.

One odd thing with lyrics, (but this happens with 2012 also) - Make
sure you put whatever page you are editing on the RIGHT side of the
screen. When I try to click and move lyrics on the left edge, it hangs

Try going to the Instrument List in Score Manager. In the lower right is a
clef option. Fiddling with this may help. Sometimes there's more than one
approach in Finale, and it's not always clear which one dominates.
