web is 100% up to date with cvs, if you look at
http://fink.cvs.sourceforge.net/viewvc/fink/web/download you’ll see all the
lang version exist but the main 10.11-upgrade.php does not. only
10.11-upgrade.[LANG].php do. That is the issue.

created (I modified the navigation bar include file to point to
http://www.finkproject.org/download/10.11-upgrade.php) but the file doesn’t

Note that (if somebody has the ability to modify the DNS entry) to let
finkproject.org to e.g. sf.net. I'd volunteer to do that, but sadly I have no
clue how to access the fp.org DNS, though :(.
