Has anybody ever seen this behavior before? I have a file. I put it in
my checked out copy of the source. I say cvs add foo; cvs commit and
the file gets corrupted, both on my copy and at the CVS site.

Good idea, done. I also added some binary formats, like .jpg, .tif
etc (useful for the web module).
