I haven't seen this one before. On my 10.6-intel, 64-bit fink, installation fink is now trying to build missing SDKs (not sure which package is requiring the dependency as I was performing an update-all). I do have the 10.5 and 10.6 SDKs installed (see below), but not the 10.4 SDK. If the
