gcc3.1 is available through Apple's darwin cvs.
http://www.opensource.apple.com
It seems, though I haven't tried this, the FSF gcc3.0 will build
working darwin binaries, so you could try that too...
The gcc3 in cvs appears to work, although

I compile it from time to time:
% gcc -v
Reading specs from /usr/local/lib/gcc-lib/powerpc-apple-darwin5.2/3.1/specs
Configured with: ../gcc3/configure
