Apple didn’t release updated Command Line Tools for Xcode 8 on 10.11, so fink is correct. This warning was originally intended to help users notice the cause of potential build problems since updating Xcode _doesn’t_ actually update the Command tools automatically (not since 10.9, anyway). According to someone at Apple, Xcode 8 + the 7.3.1 command line tools is an OK combination, but this hasn’t been tested exhaustively. You’re free to modify /sw/lib/perl5/fink/Engine.pm to suppress this warning. We might turn it off in the next fink release.
