Hi!
It's currently possible to GRANT/REVOKE permissions to system objects,
but their ACLs are not backup, and then recreated with default
permissions on restore.
RDB$TIME_ZONE_UTIL is simple non destructive package, but for sure
administrative packages may exist in the future.
