Just use the Firebird Server. It will have to be installed, and
probably best installed as a server process.

You might want to reevaluate using the embedded firebird with asp.net.
You can work around the error you've mentioned, but then every time the
server spawns a new worker process (another setting over which you'll
have no control) you'll get another error as two processes try access
an embedded data
