Eclipse has a good XML editor built in.

 in a tree-like structure that is easy to navigate. Altova XML Spy is

I'm looking for a tool that generates XML.  It's for quiz questions/answers 
loaded into Flash.  We currently edit the .xml files by hand, but it's messy 
and causes cross-eyes.  Is Altova XML Spy a good tool for this purpose? Are 
there other, less expensive ones?
