When I asked him about the details (like, can I publish as AS3? What
version of Flash do they allow?), he sent me a link to Google’s
specs:

I could not clearly determine what restrictions Google puts in place
for when it comes to ads that someone submits.
On topic questions:
Anyone here have any tips on the optimal publish settings for
submitting Flash ads to Google AdWords?
Can I use AS3? Do they allow/support recent/latest versions of the Flash player?

Sorry to bug ya'll with this. I just was hoping someone on this list
would have some experience they could pass along to me. I really want
to avoid spending a lot of time re-publishing/building my Flash ads
later if I find out that something is done wrong (like, for example, I
use a drop shadow but I have to re-do my work because they don't allow
for that version of Flash Player to be targeted.)
