Thanx guys for your reply. Actually, solution was right there in the problem. My problem was that when I design the application, I couldn't see the enough design area (this was a mistake from my part) so i changed the view window size to my custom size and I could see the srollbar on at design time. while at runtime scrollbar is managed by the application itself. That is, if application area is small, but master panels area is large. then application's scrollbar is enabled by default and vice versa. So, we just need to be comfortable at the design time. Runtime is managed by the flex player itself.
