Since I had just one Tomcat samples web application using FDS I copied the JOTM jar files to the /WEB-INF/lib directory, although I believe they can also be installed into /common/lib. I don't have an example of the overall format of the context.xml file for Tomcat in general... but, yes, it's the web application directory's META-INF folder.It looks like the context.xml file may just have the context xml in it with no other header stuff or anything.
