I too en_GB and it's working for me... but I created a folder called "en_gb" NOT "en_GB" ( can't see how that would matter but try it anyways if you havn't :p ) and copied all the contents from "en_US" and pasted it into "en_gb", reloaded flex builder and worked fine for me
