You can get nightly builds of the Flex SDK from here: http://opensource.adobe.com/wiki/display/flexsdk/Download+Flex+4 As to when they'll slap a Beta name on it or release a lex Builder 4 beta is anyone's guess. Sometimes that occurs 4-6 months before release, so I'd expect to see something like that before the end of next quarter. I'm pretty sure that was more of an Alpha, or very, very early beta... from the information on the opensource.adobe.com it seems they're still hashing out core features such as the FX namespace for Gumbo components, etc. so it's nowhere near production ready.
