The VAC program would replace your need for the second soundcard. It
_becomes_ your second soundcard and it how you interface PowerSDR to
third party programs for best results. See N4HY's article on our

Can anyone walk me through the steps to get vac312 to do the following?
Route the LINE IN on the on board sound card to the RECEIVE AUDIO OUT
on the delta 44.

There are several different PTT modes in the PowerSDR software that could
cause what you are experiencing. VOX is just one of them. You also have
the CW input (back panel of radio), Microphone PTT (front panel), CAT can
also send PTT messages. You may want to disable PTT for the time bei
