This is a well known problem. When Outlook sends or receives mail, it results in extremely long duration DPCs that lockup the data stream between the PC and the radio hardware. It is utilizing the NIC card and the hard drive. You can try setting the Firewire driver SafeMode to a higher value.

I had the same problem. It turned out that my firewire card was sharing the IRQ with the soundcard. Then every time Outlook would generate a sound of any kind PowerSDR would stop and I would have to click the start button on and off. First I turned off those Windows sounds, and later on change
