You can do that already.

  $ FG_ROOT=/foo/bar/Germany fgfs --aircraft=OV10 --airport=EDDM


Just set up the Germany/ dir so that it contains the edited databases,
and links to the normal, "official" dirs in /usr/local/share/FlightGear
for all the other dirs. That's so simple that everything more sophisticated
sounds like bloat. (Didn't MICROS~1 brag about their newest innovation
two years ago? Something called "link"? Probably patented by now.  :-)

I still like the caching idea better ...
