We must consider the whole range of possibilities, not just
drag.  For instance low cruise speed could be caused just as
easily by low power as by high drag.

The way to sort out some of the possibilities is to look
at the power-off /rate of descent/ i.e. vertical speed at
key airspeeds, including Vy and some other chosen airspeed,
say 110kias.  Then open the throttle and observe the vertical
speed at these same airspeeds.

Also note that if the /mass/ is wrong, it will mess up all sorts
of things, including rate of climb, power-off rate of descent,
stall speed, Vy, etc.
