The problem here is that alctypes.h and alc.h are part of OpenAL and not part of FlightGear. So we really can't change anything in CVS to solve this.
To my knowledge this has been fixed in OpenAL CVS, so it would be best of someone generates a new Cygwin package of OpenAL.
