Nothing noticeable: the performance knock comes mainly from all the
texture work, which has to be done whether the gauges are moving or
not.  The hit's very small if you have AGP enabled (and sufficient
texture memory); if you disable AGP or have limited texture memory on
your GPU, life will be tricky.  Lower-resolution gauge textures might
help a bit.

Because of the nature of 3d graphics we need to re-draw the panel
every frame.  Besides, in real life, the instruments are re-drawn more
than a couple times a second. :-)
