I think both platforms are probably trying to adhere to legacy brain
damage in different ways (things like the Linux "hat as axis pair"
thing) and thus don't simply export the buttons and axes defined in
the USB HID descriptor.

Not knowing any better, that would be my guess.  Is there a bit being toggled
by the _nix drivers?  Or is this a completely unpredicatable effect of the way
windows drivers work?  If not it seems like this would be a multiplatform bug
