FYI, there is a link to the Wiki on the dev tab, the thinking being that the Wiki would be used primarily for development and design issues that are probably not of general interest to the users. If you think it is needed on the user tab too, that is OK.
Yes, I wouldn't limit the Wiki to development issues. IMHO it should also be an easy way for users to contribute to the documentation.
The Cocoon Wiki is a nice example.
