break-before in table-row

I have a situation in FOP where it is dropping off the last table-row if it has a 'break-before' attribute set to 'page'. The second page is completely blank. It works correctly if the 'break-before' is not in the last table-row. Is this a bug in FOP or am I not interpreting the FO spec
