If writing-mode "rl-tb" is used in a multi column page, the writing-mode is not
applied to the multi column layout, if the page starts with a spanned block.
The expected page layout in right to left writing mode is:
Spanned Block
Col3 Col2 Col1
But currently the following layout is generated:
Spanned Block
Col1 Col2 Col3
