I am having this same problem in fop on windows.
If you do not know if that is correct in view of the FO spec, you may 
leave 'last' as is and support the 'only' trait (both first and last) as 
specified in XSL-FO 1.1 Recommendation.
So, the example stated would work as:

rendering pdf with examples/fo/advanced/cid-fonts.fo gives "SEVERE: Could not create block pointers. FOText w/o Block ancestor"

Just tried rendering a pdf using examples/fo/advanced/cid-fonts.fo
on the fop latest trunk (0.93) and got the following exception/errors :-

Hi,

Please check thoroughly if you have stray FOText in your document,  
for example text as direct child of the flow...


Your assumption is almost correct, although it doesn't necessarily  
mean 'text without block parent', but more general:
If no fo:block is found on the ancestor:: axis, then this message  
appears.
