Sure, I understand. FOP is open source. So if this issue is having a bad impact 
to your business then the best way forward is to dive in and prepare a patch to 
workaround this Acrobat Reader limitation. I have no great desire to resolve 
it. When my users point it out, I tell them its an Acrobat bug since it works 
in other viewers and when printed, and flipping the Thin Line Enhancement 
option off resolves it. Another possible workaround is to just have thicker 
borders. This issue only seems to affect borders of 2pt or less. Go for 3 or 
4pt borders and the issue is less noticeable.
