userconfig in AIX.

Hi.. I'm attempting to run FOP 0.19.0 under AIX using WebSphere Java 1.2.2.  Most things seems to be working ok.  My problem is that I can't seem to load my own user configuration file.  Using the Fop command line program.. java -classpath fop.jar org.apache.fop.apps.Fop -c "conf/userconfig.xml" -fo fonts.fo -pdf fonts.pdf ---I get the following message. reading user configuration file Can't find user configuration file conf/userconfig.xml using default values -- I have tried copying the config file into the current directory.  I've tried providing the whole path /.../userconfig.xml.  I've tried renaming the file. Anyone seen this problem, or can suggest a solution or workaround? Thanks.. David.
