Try using the latest FOP from CVS , which has some new features for the out
of memory problem. Run fop with the commandline option -buf buffer_file.
This should get it going.

You can apply some post processing programs with the generated pdf. I dont
think FOP itself generates any security levels simply because it sticks to
xsl:fo implementation.
