Well, that was probably my bad for not using the universal diff format (I
need to start doing these at 2pm instead of 2am). The behavior I saw a few
minutes ago makes me think that IE may be getting confused by the fact that
these patches are for XML files, and that it is treating them as such
instead of as plain old text files.

 Maybe archiving the patch might work better.

I'll try to remember to do that.

 Anyway there are better ways of solving this problem.

Thanks for pointing this out -- I didn't realize there was a problem. I do
use IE to upload the attachments through Bugzilla. Do you think that is the
source of the problem? Also, since I don't see it, I don't know what problem
you are seeing. Is it best practice to use a different browser?

Should we instead change all dtd declarations for all xml documents to keep it 
consistent.

I did not realize until I looked right now that I failed to use the -u
option on my diff. Sorry about that.

Yes, we should change all of the declarations to be consistent. I'll go
ahead  do that en masse instead of piecemeal.
