iText does not allow you to decompile a pdf but you
can copy the whole content of one page of a
preexisting pdf to another then add your static
content.

You can define margins on the body region, where the text
flow goes. Define a region-start appropriately, where the
static-content
i render a pdf with FOP.
and i'm extremely happy with it.
